History of Zoning in Caroline

  • Jan. 2021: the updated Town Comprehensive Plan is adopted. The topic of sustainable land development is identified in the plan as a key issue of major public interest.

  • Mar. 2021: the Town Board hires a community planner and forms the Zoning Commission to explore enacting zoning in Caroline. All Caroline residents who expressed interest in joining the Commission, and who completed the application process, were able to join. The Commission is tasked by the Board to research the topic of zoning, seek public input, and construct a proposed zoning law for the Board to consider.

  • Dec. 2021: the Zoning Commission holds two Information Sessions on their work.
 
  • Dec. 2021: the Zoning Commission releases a "pre"-draft zoning law and requests feedback from the public.
 
  • Mar. 2022: the Zoning Commission releases a zoning Common Misperceptions document.
 
  • May. 2022: having sought and incorporated substantial public feedback, the Zoning Commission releases an updated draft zoning law. The Commission requests further feedback from the public on this new draft.
 
  • Jun. 2022: the Zoning Commission holds two Public Information Sessions.
 
  • Oct. 2022: the Zoning Commission is nearing completion of its draft zoning law.
 
  • Nov. 2022: having sought and incorporated substantial public feedback, the Zoning Commission releases an updated draft zoning law and map. The Commission schedules two Public Information Sessions. The Commission also releases information on the Water Resources and Flooding Overlay District.
 
  • Jan. 2023: having sought and incorporated substantial public feedback, the Zoning Commission releases a preliminary report on the draft Caroline Zoning Law, which includes an updated draft zoning law and map. The Commission schedules two Public Hearings.
 
  • Still to come: the Zoning Commission will consider making additional changes, and then submit the final report to the Town Board. The Board will then closely review the document, hold its own public hearing, make its own changes, and vote on whether to pass it into law.
